Ilisse Perlmutter, MD

Dr. Illise Perlmutter is the Director of Child and Adolescent Psychiatry at Talkiatry. She is double board-certified in child and adolescent psychiatry and adult psychiatry. Before joining Talkiatry, Dr. Perlmutter was the Chair of Behavioral Health and Addiction Services at Bergen New Bridge Medical Center. Prior to Bergen New Bridge, she was the Director of Inpatient Psychiatry at Montefiore Medical Center-Wakefield, in New York. Over 35 years, Dr. Perlmutter has held numerous leadership roles with some of the largest hospital systems in the New York Metro Area. Dr. Perlmutter is a Distinguished Life Fellow of the American Psychiatric Association, a Fellow of the American College of Psychiatrists, and a Distinguished Fellow of the American Academy of Child and Adolescent Psychiatry. She has received awards for her contributions both locally and nationally. Dr. Perlmutter was included in Castle Connolly's "America's Top Doctors” list from 2006-2011 and 2017, as well as "Best Doctors in America” from 2009- 2012. Dr. Perlmutter received her MD from George Washington University School of Medicine and Health Sciences. After an internship in pediatrics, she completed a residency in Psychiatry at Mt. Sinai Medical Center followed by a fellowship in Child and Adolescent Psychiatry at Columbia University/New York State Psychiatric Institute. Dr. Perlmutter has held leadership roles in several academic institutions and is a Clinical Associate Professor of Psychiatry and Behavioral Science at George Washington University School of Medicine and Health Sciences in Washington, D.C. Dr. Perlmutter has authored numerous publications and research articles and has lectured and presented extensively on clinical, epidemiologic, and psychopharmacologic issues in child and adolescent psychiatry. She has made frequent media appearances addressing topical issues in disaster psychiatry during the course of her work in disaster psychiatry outreach.

Ioana Horotan-Enescu, DO

Dr. Ioana Horotan-Enescu is a board-certified Psychiatrist. Before joining Talkiatry, she was an Active-Duty staff psychiatrist at Blanchfield Army Community Hospital, Fort Campbell, KY. Her military service also included roles such as Medical Director of Behavioral Health and Interim Clinic Chief for Embedded Behavioral Health Clinic. She completed her internship and residency at Walter Reed National Military Medical Center and earned her Doctor of Osteopathy Degree from the University of New England College of Osteopathic Medicine. Her clinical experience spanned from the inpatient to the outpatient setting and afforded her the opportunity to develop comprehensive skills in the treatment of PTSD, mood disorders, thought disorders, addiction and perinatal mood disorders. Her teaching experience spanned multiple institutions, where she has served as a preceptor and mentor for medical students, nurse practitioner and physician assistant students. In addition to medication management, she augments her practice by implementing mindfulness, psychodynamic and supportive therapy techniques in her everyday practice to enhance treatment and improve treatment response. Dr. Horotan-Enescu holds several certifications, including in Cognitive Behavioral Health Therapy for Suicide Prevention, Motivational Interviewing and Battlefield Acupuncture. She has delivered presentations at national and international conferences on various topics, reinforcing her commitment to advancing the field of psychiatry.

Michael Fiori, MD

Dr. Michael Fiori is Board Certified in Adult Psychiatry and Addiction Medicine. He has practiced general psychiatry for 37 years, and has also sub-specialized in Addiction Psychiatry for the past 20 years. Dr. Fiori's practice emphasizes Diagnostic Clarification, which is an ongoing process. He is highly trained and experienced in the biological and psychosocial underpinnings of psychiatric problems. He typically follows diagnostic evaluations with 30-minute follow up visits for medication adjustments and brief therapy. Dr. Fiori often enjoys collaborating with outside therapists when needed. Dr. Fiori graduated from Amherst College and received his medical degree from NY Medical College. He subsequently completed his residency in psychiatry at the Mount Sinai Medical Center in NYC. He excelled in Academic Psychiatry as both a teacher and a mentor. His practice has always combined medications with evidence-based therapies to alleviate suffering and maximize functioning. In addition to his work as a Board Certified Adult Psychiatrist, he has specialized in helping patients suffering from Substance Use Disorders. Dr. Fiori is Board Certified in Addiction Medicine, and helps patients understand the interrelationships between their Substance Use Disorders and their Psychiatric illnesses.

Brenda Keirns, LPC

Brenda Keirns, LPC, NCC, is a Licensed Professional Counselor recognized by the National Board for Certified Counselors. She earned her Master’s degree in Clinical Counseling from Bellevue University and has extensive experience across inpatient, outpatient, and telehealth settings. Brenda is trained in EMDR through an EMDRIA-approved program and brings over six years of licensure experience. With a multicultural upbringing and more than 18 years as a military spouse, including Command Team involvement, she has a deep understanding of the unique challenges faced by diverse individuals and families. Brenda also serves as a Committee Member for Integratus, the academic journal of the Catholic Psychotherapy Association.

Brenda values open communication and creates a warm, non-judgmental environment where patients feel respected and supported. She tailors treatment to each patient’s unique needs and utilizes an eclectic, evidence-based approach drawing on CBT, EMDR, SFBT, REBT, DBT, attachment-based theory, trauma-informed care, and faith-based therapy rooted in Thomistic Psychology. Chesika Crump, MD

Dr. Crump is a board-certified psychiatrist at Talkiatry. She is from Kentucky and completed her undergraduate studies at Murray State University. She obtained her medical degree from University of Kentucky College of Medicine and completed her psychiatry residency training at University of Louisville School of Medicine. Afterwards, she completed a fellowship in child and adolescent psychiatry at Medical University of South Carolina.

Dr. Crump has experience in a wide range of diagnoses and patient populations, with particular interest in anxiety, depression, PTSD, substance use disorders as well as the child and adolescent, college, BIPOC, and LBGTQIA+ populations.

Dr. Crump believes in the importance of getting to know each patient as a whole and of understanding the unique experiences that bring them to treatment. She collaborates with her patients to create personalized treatment plans and considers both medication and non-medication options.

Rania Elkhatib, MD

Dr. Rania Elkhatib is a board-certified general psychiatrist with extensive experience in clinical care, teaching, and research. She earned her medical degree from the University of Texas Medical Branch in Galveston and completed her psychiatry residency at UTHealth Science Center in Houston, where she later served as an Assistant Clinical Professor. During that appointment, Dr. Elkhatib was heavily involved in medical education and has developed courses in cultural psychiatry and psychiatry boot camps for medical students.


Dr. Elkhatib specializes in treating a wide range of psychiatric conditions, including Major Depressive Disorder, Anxiety Disorders, Bipolar Disorder, OCD, ADHD, and PTSD. Dr. Elkhatib focuses on evidence-based medication management but will also incorporate supportive therapy and cognitive-behavioral techniques to optimize treatment management and patient’s wellness. She is fluent in Arabic and English and has a strong interest in working with diverse patient populations.
